The overall goal of the whole Global FEC FLR department is to enable CFECO management to manage their departments including their risks and controls and achieve their goals by supporting and challenging management optimally in execution of the risk management activities and providing actual insights in risk developments, control effectiveness, finding progress, incidents and providing expertise and support on risk related activities regarding Business Continuity, Privacy, Record Keeping, Third Party Management, Data Management, Model Risk Management etc. working in cooperation with 1LoR experts, i.e., ECMM or IT Security, 2LoR experts and other stakeholders.

You and your job
The Head Global FEC FLR is responsible for all the operational risk-related activities of the FEC domain of Rabobank on Group and entity level (Retail NL, W&R and Subsidiaries). The Head Global FEC FLR drives the FEC organization to be demonstrably in control of their risks. FLR is responsible for the First Line of Responsibility for the whole FEC domain, including the regions, which includes assessing and implementing applicable Laws and Regulations as received from the CLR domain (2nd line of responsibility) and translating these to clear, consistent and actionable Controls and Procedures. FLR is responsible for the implementation and execution of these Controls and Procedures within FEC. As a result of these activities and responsibilities the management of the FEC domain is advised, supported and challenged to become and stay demonstrably in control of their risks.

Get results

  • Assess and manage operational risks within the FEC domain, ensuring compliance with non-CAMS requirements.
  • Support Global Heads in risk management and provide comprehensive oversight of the FEC domain.
  • Develop and refine the risk control framework, assigning ownership and ensuring effective performance of risk controls.
  • Enhance the control culture organization-wide, improving understanding and management of risks and controls.
  • Improve reporting mechanisms for senior management, ensuring compliance with Wwft and GDPR, and conduct annual reviews of products with medium or high FEC risk ratings.
  • Perform and improve FEC product risk assessments for all new products, business initiatives for Retail NL, W&R and Subsidiaries and review once a year all products with a medium or high FEC risk rating.

Responsibilities

  • Responsible for employee involvement and development of craftsmanship within Global FEC FLR;
  • Independently responsible for the implementation of activities and projects within the FEC domain;
  • Strengthen execution power by combining insights from the SIRA with the development of commercial (sector) and product policy to mitigate FEC risk;
  • Maintaining oversight of the entire FEC chain and fulfilling a coordinating and challenging role in this regard;
  • Building, implementing, (executing), validating and safeguarding a high-quality risk control framework within the FEC domain;
  • Detecting, assessing and accepting of FEC risks within Rabobank's products and services worldwide;
  • Supports complex projects and programs at FEC level (strategic / tactical), which affect this and is jointly responsible and accountable for the PDCA of all assigned risk and control activities of the Risk Control Framework(s);
  • The Head Global FEC FLR supports the Global Head of Risk & Quality Management and the CFECO in their contacts with regulators and prepares meetings with regulators such as the DNB, ECB, AFM.

You and your talent

  • WO/Master working and thinking level
  • Professional with academic credentials and 7-15 years of relevant working experience within financial services
  • Appropriate FEC skills and expertise: legal and regulatory framework knowledge, implementation of FEC policies, controls and procedures
  • Sufficient knowledge and understanding of FEC risk associated with business and organizational model of Rabobank
  • Managerial experience in complex banking or financial services and experience in managing teams
  • Experience with IT developments and innovation in the field of FEC is a plus
  • Proven stakeholder management experience on C or C-1 level
  • Strong communication skills, both written and verbal, in both English and Dutch
  • Essential skills: change agility, decision making, data insights, professional collaboration

This is what we offer you

  • Salary between €9,789 and €13,984 gross per month (SKB scale, grading depending on knowledge and experience). In addition to a 13th month and 8% holiday pay.
