The Head of Financial Economic Crime (FEC) W&R Europe & Africa is responsible for the implementation and the operation of managing FEC risks in the W&R Europe & Africa Region on a day-to-day basis. The remit of the role is a direct extension of the operational responsibility of the Chief Financial Economic Crime Officer (CFECO) of the Rabobank Group.

You and your job
The Head of FEC W&R Europe & Africa is a financial economic crime experienced strategic leader and change agent. Specifically, the role incumbent is responsible for the leadership, oversight and day-to-day function of FEC W&R implementation and operational activities within the Region, including execution of client onboarding, client due diligence (CDD), name screening, transaction monitoring (TM), transaction filtering, First Line Monitoring (FLM) and sanctions frameworks, this includes any required local model ownership and management information and reporting. Ultimate end to end responsibility for CDD, TM, and Sanctions lies with the Global Heads of the respective domains, but the implementation and operationalization of these topics within the Region (in line with the global guidance) lies with the Head of FEC W&R Europe & Africa.

Responsibilities
Implement, manage, and administer all aspects of the Financial Economic Crime (FEC) program supporting the Wholesale and Rural businesses in Europe & Africa, which includes the businesses of client coverage, core lending, advisory, markets, structured solutions, agricultural finance, and input finance including all ancillary operations and support related thereto.

The Head of FEC W&R Europe & Africa is responsible for:

  • 1st Line of Responsibility (1LoR) operational execution and 1LoR risk management of FEC-related activities in Europe & Africa,
  • connection to implement/operationalize the “end-to-end” Global CDD, TM, and Sanctions pillars,
  • responsibility and authority to deliver the FEC Target Operating Model (TOM),
  • care for local regulatory requirements in close collaboration with the Head of Financial Crime Compliance, Europe & Africa.

This includes in detail:

Operational Execution of the Regional FEC W&R target operating model

  • Ensuring an effective, high quality and efficient execution of client onboarding, client due diligence (CDD), name screening, transaction monitoring, transaction filtering, first line monitoring (FLM) and sanctions frameworks for all applicable Europe & Africa business lines;
  • Representing the Regional FEC W&R activities in alignment with senior business representatives, other Regional Heads of FEC W&R Operations, Global CFECO counterparts, and Second and Third Lines of Responsibility;
  • Operationalization of the mission, strategies, policies and procedures of CFECO, and further, Rabobank as a whole;
  • Overseeing the status of volumes, forecasts, capacity, employee engagement, quality and other key variables and performance indicators critical for the success of the Europe & Africa Wholesale and Rural business groups;
  • Responsible for managing and controlling departmental expenditure within agreed budget e.g. costs, forecasts, allocations and recharges;
  • Managing people including capability assessment and selection, performance, and development. Implementation & Change Management of FEC deliverables;
  • Implementing and executing supporting FEC systems, models, processes, policies, standards and procedures and deliver appropriate training in order to adhere to FEC policies, standards and procedures;
  • Maintaining and improving processes & procedures for operational FEC activities in accordance with both local and global regulatory frameworks and internal policies;
  • Leveraging strategic opportunities for improvement in the regional FEC area through process, systemic and automated options.

FEC Risk Management and Mitigation

Ultimate risk ownership lies with the Business, and the Head of FEC W&R Europe & Africa contributes to risk management by operationalizing and executing the risk control framework. The Head of FEC W&R Europe & Africa therefore has the following risk management and mitigation responsibility for:

  • Executing effective forward-looking operational FEC risk management and mitigation within the Region by identifying, assessing, managing, monitoring and reporting on FEC risks, controls, findings, incidents, actions and remediation;
  • Ensuring that operational activities are in compliance with regional and global regulatory requirements including internal policies, standards and procedures;
  • Maintaining & improving quality through involvement with internal/external audits and collaboration with other members of management, functional teams and global partners on quality-related initiatives;
  • Ensuring that the FEC procedures and internal control measures are adequate and proportionate to meet the needs of both global and local requirements;
  • Informing all relevant stakeholders of any serious or significant FEC issues and breaches and recommending actions to remedy them.

You and your talent

  • Bachelor's Degree required
  • Master preferred in Business, Legal, Finance or related field
  • 15+ years of relevant experience
  • Supervisory skills for managing a department of widely varied skill sets
  • Ability to travel

  • A SKA scale position (with a maximum € 11.808,60 gross monthly salary).
