Financial Economic Crime (FEC) Wholesale & Rural (W&R) is responsible for the operational management of FEC within the global regions where Rabobank is active, employing approximately 750 FTE across Europe, North America, South America, Australia & New Zealand, and Asia. First Line Monitoring (FLM) is a critical component of the operational management framework. To ensure global consistency and compliance with AML, CTF, and Sanctions regulations, central oversight is required.

As Head FEC First Line Monitoring W&R, you are responsible for all FEC-related First Line Monitoring activities for W&R, including planning, executing, and reporting. Additionally, you will be responsible for driving uniformity and quality in line with the Global FLM standards. You will coordinate the regional FLM teams, report to the Global Head FEC First Line Monitoring within the FEC Governance, Risk & Change pillar, and work closely with the regional FEC Heads as well as the Second & Third lines of Defence. You will advise and act as a sparring partner for global (regional) management.

Top responsibilities
  • Drive and enable execution of First Line Monitoring within the W&R domain;
  • Develop, improve, and ensure uniformity and quality in line with the Global FLM standards;
  • Develop W&R FLM strategy in line with Rabobank's strategic priorities and Global FLM direction;
  • Manage (hierarchical/functional) the regional and central W&R FLM teams (approximately 60 FTE);
  • Strengthen the bank's risk detection by translating insights from the SIRA to adequate monitoring plans and aligning these with stakeholders from the second and third lines;
  • Execute monitoring plans and report independently on the effectiveness of key controls;
  • Maintain oversight of the entire FLM chain within the regions and report to Global FEC FLM;
  • Support the Global Head FEC FLM in their contacts with regulators and prepare meetings with regulators such as the DNB;
  • Support complex projects and programs at the Regional FEC level (strategic/tactical).

The main objective for Rabobank FEC is to ensure compliance with the Wwft and Sanctions regulations. The FEC organization is headed by the Chief FEC Officer and consists of several departments, including the global CDD, Transaction Monitoring and Sanctions pillars, FEC W&R, and Governance, Risk & Change (GRC). First Line Monitoring is positioned within GRC, ensuring independence from the operational departments in the pillars and FEC W&R. Its objective is to monitor the quality and effectiveness of key controls in CDD, Transaction Monitoring, and Sanctions, which forms an essential part of Rabobank’s three lines of defence model, together with the 2nd line (Compliance) and 3rd line of defence (internal audit). FLM also advises and acts as a sparring partner for global (senior) management (MB-1/MB-2).

You and your talent
  • Academic education/level of thinking;
  • Minimum 10 years’ experience in a management role in a similarly sized complex environment;
  • Proven ability in setting new directions and execution power (managing change and implementation) and corresponding project management skills;
  • Proven experience and knowledge regarding (integral) risk management;
  • Thorough understanding of the entire customer life cycle of a client within a financial institution;
  • Act responsibly with regard to identified risks and actively manage adherence through the establishment of a strong risk culture, risk assessments, controls, and mitigating actions to stay within the defined risk appetite;
  • Very strong conceptual and strategic capabilities at a senior level;
  • Strong in stakeholder management within (including the international banks) and outside the bank (regulating authorities);
  • Knowledge of AML, CTF, and Sanctions regulations, with a strong emphasis on the Dutch Anti-Money Laundering Regulation (Wwft);
  • Excellent communication skills and (proven) organizational sensitivity;
  • Experience in working in a complex, global stakeholder field;
  • Excellent verbal and written communication skills;
  • Proficiency in English (and preferably Dutch) (oral and written).
