Senior Compliance Specialist Methodology & Oversight (Amsterdam)
Compliance aims to protect the bank, its clients and its employees against compliance risks. This entails the risk of failure to comply with laws, regulations and self-regulatory standards, code of conduct or generally accepted market standards; the risk of financial and reputational damage arising from (financial) crime and misconduct and/or illegal behaviour of clients, the bank and/or her employees. Effective management of compliance risks is an interplay between culture, compliance program pillars and Compliance Function.
As a Senior Compliance Officer, part of the Methodology & Oversight team, you will play a key role in making the Compliance Function grow towards the next maturity level. Together with subject matter experts and the management of Compliance you ensure that the fulfilment of Compliance Function responsibilities meet regulatory requirements, market standards and Compliance’s target operating model ambitions. The Methodology & Oversight team has 5 main tasks:
1. Keeping oversight on the quality of the Compliance Policy Framework in line with the responsibilities as described in the Policy on Policy Framework. In short this means that the team works closely with the Risk Theme Experts within Compliance and advices and guides them on the supporting processes and advice/ coordinate on the overall progress of development/review and policy implementation/adherence.
2. Leading and coordinating change processes around compliance risks, for example around the bank wide regulatory change management process; the compliance risk taxonomy and the participation on behalf of compliance in the Emerging Risk Scanner meetings.
3. Advice and maintain oversight on maturity and set up Compliance Function. Which means establishing responsibility in keeping oversight and steering/guiding on it with its ownership regarding the Compliance Risk Policy and Compliance Charter. In this capacity you will work closely with the other risk theme experts, advice and support them on the supporting processes and advice/ coordinate on the overall progress of development/review and policy implementation.
4. Development of Compliance methodologies. Priority is given to the further improvement and embedding of methodologies around SIRA and Monitoring. This includes guidance and advice on the “how and what” but also keeping oversight on the quality of implementation of those methodologies and the way of working.
5. Fulfilling the role of an expert within the compliance risk theme Organisational & Employee Integrity.
As a Senior Compliance Officer you are an all-round professional and have the capabilities to contribute to all mains tasks of the team. Therefore you need to have in-depth knowledge of Compliance as a function with in particular expertise on the embedding of Compliance Risk Management / Enterprise Risk Management framework and methodology. In this role you need to understand how the Compliance function and its programme interact and how to translate that to your work. This includes:
Advice and provide guidance to Compliance Risk Theme Experts (RTEs) on maintaining the compliance policy framework in accordance with the Policy on Policy Framework and guide RTE’s and BCO teams on policy implementation and adherence. Keep oversight and advice on the coherent and qualitive fit Compliance Policy Framework.
Continuously develop and improve the compliance methodologies such as the SIRA and its position in the ERM cycle and NFR framework and actively propose realisation of these improvements to MT Compliance. Focus in 2025 will be on guiding 1st and 2nd line in implementing a more risk-based approach in SIRA execution.
Contribute to the implementation of the Compliance Risk Policy (including quality assurance and information sessions for MT, LT and Compliance Community) and stimulate ways of working for sharing best practices and creating feedback and learning loops amongst RTE and BCO teams. Develop training and processes to support a coherent way of working in Compliance and a clear connection between the different instruments within the function and create integrated ways of workings and solutions.
Compliance is a global integrated function and maintains oversight of all countries in which ABN AMRO operates, including all subsidiaries (national and international).
The Compliance Function is build up around Business Compliance Officers (BCO) teams, Risk Theme Expertise centres (RTE”s) and the Compliance Operating Office (COO).
The COO is accountable for the development and overall management of an operationally effective, high-quality Compliance Function and programme, and is the backbone of the function. The COO enforces universal, coherent global standards and processes for all distinguished building blocks of the Compliance Programme (such as policies, advisory, monitoring, reporting and annual planning, quality assurance), and has centralised global oversight on consistent, high quality execution thereof. The COO ensures the Compliance Programme is aligned with the bank’s 2nd Line of Defence risk framework, and actively engages with key stakeholders in the 1st, 2nd and 3rd LoD, as well as with external stakeholders including regulators.
The COO will have the task to bring the function to the next maturity level and ensure that the constantly evolving Compliance Function continues to keep up with regulatory expectations and emerging risks. Also, the COO manages the change delivery with respect to the Compliance function.
As Compliance Officer, part of the Methodology & Oversight team, you are at the centre of ensuring effective compliance. This requires that you:
- provide advice on complex policy-related matters and other matters or complex cases at a tactical level and coordinate how they are dealt with.
- bring broad knowledge of industry good practices; financial service regulation and how to address in a pragmatic and efficient way of controlling.
- banking business experience, preferably worked in 1LoD before and you have knowledge of the variety of banking products per client segment, business processes & systems.
- have knowledge of and/or experience with (regulatory) oversight, policy development (i.e. policy writing) and policy implementation. You have excellent writing skills to ensure that methodologies, policies are both understandable and include the regulatory requirements.
- have in-depth knowledge of and experience with SIRA execution.
- are profound in stakeholder management that includes at least in interacting and working with subject matter experts on a large variety of Compliance topics and excellent communicator with strong inter-personal skills. You engage with stakeholders at a strategic level and spread across different business lines.
- have a Master’s degree and more than 10 years relevant work experience.
- are an energetic, curious, constructive critical and enthusiastic person with an open mind set. You are a real relationship manager and have extensive experience and pleasure in stakeholder management at all levels.
You will have the opportunity to contribute to building an effective Compliance Function in ABN AMRO. You will be able to show leadership by demonstrating your knowledge of compliance, to guide colleagues in facets of managing the Compliance Function and you will build an extensive network of stakeholders both in- and outside of Compliance. • The gross monthly salary displayed above is based on a 36-hour work week, including vacation pay and Benefit Budget.
